The Institution shall be known as the Hongkong Technical Institute.
Regulation II. Status. The Government of the Hongkong Technical Institute.
The Government of the Hongkong Technical Institute shall consist of:-
A. The Director.
B. The Inspector of Schools.
C. The Advisory Committee.
1. The Hongkong Technical Institute will be a Sub-Department of the Education Department, and the Director will be the official head of the Sub-Department.
2. Duties.
A. The Director.
a. He will be responsible for the conduct of the classes and will have the same powers in this respect as the Headmaster of a Government School.
b. He will always be present when classes are being held.
c. He will be responsible for the collection of revenue in the Sub-department i.e. all fees: and must render all accounts and returns in accordance with the Financial Instructions. He must furnish an annual estimate of the probable revenue of the sub-department.
d. He will draw up an estimate of the probable expenditure of the sub-department each year and forward it to the Inspector of Schools to be included in the Estimates of the Education Department.
e. He will draw up the Monthly paysheets to be forwarded to the Inspector of Schools on or before the 24th of each month.
f. He will make arrangements for carrying out the scheme of studies decided upon.
g. He will draw up the Time Table after consultation with the lecturers and will see that the hours are strictly
